Does Scotland have Past Masters Lodges?

No. There's no such thing as a "themed" Lodge in Scotland, including PMs

Peter, basically the RWm and wardens of each Lodge are members of GLoS and entitled to attend the Communications.
They are supposed to indicate and confirm to GL that they will do so at the time of their election. If they are unable to do so the Lodge has, under the C& R , the right to appoint a MM as a Proxy in their stead - a fee must be paid in this respect.
Where master and Wardens do not indicate their intention to attend and the Lodge does not appoint proxy(ies) Grand Lodge has the power to appoint MMs as Proxies to these offices - a fee being payable ,
These proxies have the same voting rights etc as would the brethren they are representing.
In practice the Master and Wardens of Overseas Lodges cannot attend GL and so Proxy RWM, Proxy WSW and Proxy WJW is appointed by GL in each case. Many PM's ,resident in Scotland have been used to attending GL regularly as they pass through the offices of WJW, WSW and RWM but then, as IPM find that they can no longer attend other than as a visitor. They therefore "apply" for a proxy membership and, if deemed suitable and fortunate enough will be appointed to one. I myself had the honour and privilege of being Proxy RWM of a Nigerian Lodge for over 20 years before I resigned.
